OFFICE MEMORANDUM

Subject : Projects/Schemes Formulation

There has been implementation of certain numbers of projects/schemes by the Mara Autonomous District Council under various heads of Centrally Sponsored Schemes like NLCPR, NEC, 13th Finance Commission etc. While formulating projects and preparing Detail Project Reports, the given guidelines should be strictly adhered to. And while preparing proposed projects keeping in mind the following paradigm as suggested-Project appraisal, project objectives, cost-effectiveness, feasibility and finally project returns etc.

The Executive Committee of the Mara Autonomous District Council in its meeting dated 25.11.2013 resolved that all plan projects under Mara Autonomous District Council shall be submitted, coordinated and monitored by the Planning & Programme Implementation Department. Therefore, all heads of departments are hereby informed to prepare Projects/Schemes including Detail Project Report meant either for certain heads of Centrally Sponsored Schemes in advance and submit to the undersigned latest by 30th August, 2014.

The Executive Committee of the Mara Autonomous District Council, again is of the opinion that in order to avoid overlapping and duplicity and to ensure effective /proper utilization of fund, funds other than non plan shall obtain endorsement of Planning & Programme Implementation Department for release of the above fund. The channel as to how file for release of fund shall route in the Planning Department would be as any other transactions id est from dealing clerk to the Chief Executive Member via Dy Adviser (Plg) and Vice Chairman (Plg). (Only after earmarked and accordance, in the Planning Department that the Planning departments concurrence is obtained. This issues with the decision of the Executive Committee).

Further, it is informed to all concerned that Quarterly Progress reports of all plan departments shall submit the said report both with hard and soft copy.
