Subj: Release of Rs.40.80 lakhs as additional 3rd instalment toward salary for payment of Grant-in-aid under Plan fund in respect of Mara Autonomous District Council for the year 2013 – 2014.

Sir,

I am directed to convey the sanction of the Governor of Mizoram to an expenditure not exceeding Rs. 40.80 lakhs (Rupees forty lakhs eighty thousand) only as additional 3rd instalment towards salary for payment of Grants-in-aid under Plan fund in respect of Mara Autonomous District Council as per Item Wise allocation shown in column 6 of ANNEXURE appended herewith.

The grants should be utilised only for implementation of the specific schemes indicated for the current year’s Plan schemes 2013 – 2014 and not for any other purposes.

The expenditure is debit able under the following Head of Account:-

2225 – Welfare of SC/ST & Other Backward Classes
80 – General
800 – Other Expenditure
(02) – Mara Autonomous District Council (Plan)
00 –
(31) – G.I.A (Salary) during 2013 – 14.

The amount should not be drawn in cash and in advance and should be transferred to the Personal Ledger Account of the District Council concerned as per provision of Rule 23 of the Mizoram Autonomous District Council (Grants-in-aid) Rules, 2003, and shall not be used / utilised for any other object or purpose other than the one specified above, and there should not be any further claim for arrear of salary for the year 2013 – 14.

The utilisation Certificate with detailed expenditure statements duly countersigned by the Deputy Commissioner, Siaha District, Siaha in all pages of the Utilisation Certificate and supporting documents and payment voucher in case of major payment/drawal should be submitted to the Accountant General Mizoram, Aizawl with a copy to this Department.

These issues with the approval of Planning Department vide I.D. No. C.28014/80/2013-14/PLG(RDB) dt. 23.1.2014 and concurrence of Finance Department vide I.D. No. FIN (EC) 1848/2013-DCA, dt. 14.3.14.

I am directed to send herewith the above mentioned L.O.C. amounting to Rs. 40.80 lakhs (Rupees forty lakhs eighty thousand) only which has been sanctioned vide Government’s letter of even number and date for drawal of the same.

The expenditure is debit-able under Demand No. 27 – District Councils and the following Head of Account:-
